You can't the spotting and the blackheads, well, her hormornes are changing. You can start her on a skin regime. If you are that concerned see a dermatologist and he will recommend products to you for her to use. My friend too just took her 10 year old daughter to the doctor, and the doctor told her that underneath the breast/nipple of your child, if she has started/entered puberty, there will be a very distinctive bump.
This a very good opportunity to talk to your daughter about the changes her body is going to go through. Have your daughter to wash her face in Sea Breeze each morning and night. I have 3 grown daughters and them and I have always used this to wash our face before makeup in the morning and to take makeup off at night. Even before they started wearing makeup they did this and they never had any bumps. Sea Breeze is the best there is for that problem.
Use pure aloe vera to clear the skin of bacteria and clear any infections in the pores .. Get her to clean her face to ghet rid of dirt and dust and put on some Forever living Aloe Vera . It will soon clear and keep acne away .

feed her fresh fruit and vegtables, low fat meats and plenty of fresh water. pop, crisps, chocolate and other sweets, and any food covered in crumbs or batter or prepared by frying should be avoided at all costs.
Then, it is never to early to start a twice a day routine of cleanse tone and moisturise, there are plenty of good products out there for young skin.
Also it is not uncommon for 9yr olds to start menstuating so it may be that she is and early bloomer, be prepared.
I would use a soft exfoliating rag to gently exfoliate her face. My 9 year old has the same problem. Girls are simply developing so much faster now. I use Proactiv on her and it works great.
